Led by Cathey Bugg and Chris LeGrande from CCOSA, this 2.5-hour professional development course equips school leaders with practical strategies to grow teacher effectiveness through the Tulsa Model evaluation rubric. Drawing from decades of leadership experience and grounded in Oklahoma’s TLE requirements, the presenters explore how principals can foster continuous improvement through the PLC process, targeted feedback, and supportive relationships. By focusing on personalized development, growth mindset, and differentiated supports, the course empowers administrators to elevate teachers across all levels of performance, while aligning with district goals and state mandates.
Participants will gain tools to enhance instructional quality, manage complex change, and create a culture where all educators feel valued, challenged, and supported.

The TLE training provided a comprehensive overview of the Oklahoma Teacher and Leader Effectiveness framework and effectively highlighted how each component supports improved instructional practice. The training clearly explained the performance indicators, rubric expectations, and the role of evidence in conducting high-quality observations. Participants were given opportunities to analyze classroom scenarios, practice scoring, and discuss interpretations with peers, which strengthened calibration and increased confidence in using the rubric accurately.
One strength of the training was its emphasis on using TLE not simply as an evaluation tool, but as a framework for professional growth. The facilitators reinforced the importance of actionable feedback, goal setting, and ongoing coaching cycles. This helped shift the mindset from compliance to instructional improvement.
However, the training could be improved by incorporating more job-embedded examples that align directly with the content areas and grade levels participants serve. Additional follow-up sessions or coaching opportunities would also support deeper implementation, allowing educators to refine their feedback skills and reflect on real-world application of the TLE process.
Overall, the TLE training was valuable in building foundational knowledge, increasing rater reliability, and promoting a culture of growth-focused evaluation. Continued practice, support, and calibration will be essential for sustaining effective implementation across classrooms.
